Ware initially tipped the scales at 136.2 pounds. On his last attempt, the 28-year-old was still unable to make the 135-pound limit, as he checked in at 135.4 pounds (there is no allowance for title fights). Soto, meanwhile weighted 134.8 pounds on his first try.
TPF Fights takes place at the Tachi Palace Hotel and Casino in Lemoore, Calif., on Thursday night. The card, which now features two championship fights, streams exclusively on Sherdog.com.
In the co-main event, Nate Loughran (167.4) will take on Ricky Legere Jr. (170) for welterweight gold. Meanwhile, the flyweight title will be up for grabs when Hector Sandoval (123.6) enters the cage against Ryan Hollis (124.6).
In undercard action, UFC veteran Antonio Banuelos (125.8) will fight undefeated Joby Sanchez (125.8). Elsewhere, former World Series of Fighting competitor Angel DeAnda (196) will return to TPF for the first time since TPF 15 in a 205-pound tilt against Matt Lagler (196.8).
